HUMAN RESOURCE TRAINING FUND
Film Training Manitoba’s Human Resource Training Fund is designed to support the professional development of the employees of Manitoba’s production and service companies. The fund supports training that will address the needs of individual companies by implementing custom workshops and mentorships.
Eligible companies must submit a completed application form including an outline of the proposed training initiatives.
Up to $2500 may be awarded to companies training 5 to 7 employees. Program funding requires that a minimum of two participants must be workers that are not employed full time by the company.
Up to $4000 may be awarded to companies training 8 employees or more. Program funding requires that a minimum of three participants must be workers that are not employed full time by the company.
A non-refundable administration fee of $100 will apply for each application.
The HR Training Fund will cover 100% of eligible expenses for approved training initiatives. Companies must contribute the GST and PST, as well as any ineligible costs. FTM will issue payment in the form of a reimbursement upon completion of the training initiatives and submission of all required evaluations and receipts. All training must be completed by March 31, 2011.

Applicants must be:
Production or service companies must:
• Have a primary objective to produce, distribute, develop or provide services for film, television or video projects.
• Have an office or principal place of business located in Manitoba.
• Be incorporated or registered as a Manitoba company.
• Have a minimum of one full-time employee and a minimum of two screen credits, or two years experience providing services to the film and television industry.
All project participants must be Manitoban residents who are legally entitled to be and remain in Canada, and must reside in Manitoba on a continuous basis for at least 183 days of the year. Single-purpose companies and not-for-profit organizations are not eligible to apply.

Human Resource Training Fund Application
FTM recommends that applicants contact FTM to discuss the eligibility of the workshop or course they would like to attend, or if they have any questions regarding eligible and ineligible expenses.
With the understanding that training initiatives may require revision and redirection throughout the course of the year, FTM requires that we be advised of any proposed changes to the training plan and that they are approved before implementation.
Applications must include the following:
• A completed Application Form.
• A Training plan outlining proposed workshops and/or mentorships, including their relevance to the applicant’s employees and how the opportunity will contribute to the growth of the industry. Please provide information about any proposed courses already identified, including information on the institution and instructor(s) offering the course.
• A completed Budget Form (forms will be provided.)
Applicant companies may also include letters of reference from industry professionals. Please Note: Current FTM board members are not eligible to write letters of reference.
The granting process is competitive; applicants should submit the best application possible.Eligible Training
In order to qualify as being eligible, all professional development opportunities must increase the skill set and knowledge base of the companies’ full time employees and contract workers. Eligible training initiatives may include, but are not limited to, mentorships, leadership and management training, new technologies training, and workplace essential skills assessment and training. These forms of training may take place through classroom-based workshops and/or one-on-one instruction/follow-up. All training must contribute to the growth and competitiveness of Manitoba’s film and television industry as a whole.
Examples of eligible courses:
“Meyer’s Briggs Assessment” “Coaching Workers to Peak Performance”
“Qualities of an Effective Leader” “Standard and Emergency First Aid”
“Conflict Resolution” “Red Camera and Data Management Technology”
Training may also include the following initiatives:
- Providing instructors for an orientation day. The goal would be to help familiarize department keys with the production’s accounting and paperwork procedures.
- Providing mentorships, and/or workshops, for specialized skill or technology based training.
- Arranging for writing labs with a selected story editor.
Eligible Expenses:
• Workshop or course fees, including registration fees.
• Instructor fees.
• Workshop space rental fees.
• Workshop equipment rental fees.
• Travel for out-of-town trainers/instructors, including:
• Accommodation up to a maximum of $150 per night (CAD)
• Per Diem, up to a maximum of $50 per day for out of town instructors.
• Return air transportation based on an economy airfare, and including transportation to and from the airport at point of origin.
Ineligible Training
• Professional development opportunities that have already been completed at the time of application are not eligible.
• Consumables (eg: snacks, meals, refreshments).
• Courses taken as part of a full-time university degree program.
• Workshops or courses offered by FTM are not eligible.
• GST and PST on any eligible expenses.
Companies will be responsible for the GST and PST, and for all their ineligible expenses. This includes overages on eligible expenses, any incidentals (eg: hotel telephone charges, entertainment, or other additional hotel fees for services), course consumables, printed materials, ground transportation costs within Winnipeg (including taxis, buses and rapid transit fares), or personal cell phone charges.
Approval Process and Selection Criteria
Once the fund administrator has received an application, and confirms that it meets all of the required criteria, it will be forwarded to the jury for review. The jury will be comprised of industry professionals.
The jury evaluates the applications based on the following criteria:
• The experience and standing of the applicant company.
• The priority of this type of training within the Manitoba film industry.
• The relevance and applicability of the training to the applicant’s contract and full-time employees.
• The applicant’s demonstrated commitment to further developing the industry by increasing the skill set and knowledge base of the industry workforce.
All decisions by the jury are final. Please be aware that the jury may decide to award lesser amounts than those requested.
